Google Signals and GA4 Reporting: What Small Businesses Should Audit

Your GA4 report can change without your website receiving more or fewer visitors. Google now separates several controls that small businesses often treat as one setting: reporting identity, Google Signals, Consent Mode, Google Ads linking, modeled key events, and attribution.

The most important recent change took effect on June 15, 2026. According to Google Analytics’ data-controls documentation, Consent Mode within Google Ads became the single control for Google Ads cookies and IDs. Google Signals in Analytics now controls whether Analytics data is associated with signed-in user information for behavioral reporting.

That separation matters when a team is deciding whether to change ad budgets, replace tracking code, explain a lead-volume drop, or compare GA4 with Google Ads, a CRM, BigQuery, or Looker Studio.

Four controls that affect different reports

  • GA4 reporting identity: Blended can use User-ID, device ID, and modeling; Observed uses User-ID and device ID; Device-based uses device ID only. Changing this setting can change how users and journeys are deduplicated in reports. It does not repair missing tags, broken events, or consent implementation. Google states that the selected reporting identity does not change data collection or processing.
  • Google Signals: After June 15, 2026, this setting no longer controls Google Ads cookies and IDs. It controls the association of Analytics data with signed-in user information for behavioral reporting. Do not use a Google Signals setting change as a substitute for a consent or tag audit.

These layers can produce legitimate differences in reported users, audience sizes, channel credit, key events, and campaign results. Google says modeled key events may be included when direct observation is limited, including for some consent-related gaps. If there is not enough traffic to support modeling, modeled key events may not be reported or may be attributed to Direct. Google Ads conversions created from Analytics key events can also include modeled data.

What to do next

  1. Record the current reporting identity. In GA4, note whether the property uses Blended, Observed, or Device-based reporting. Save the date and configuration before comparing historical periods. This prevents a reporting-view change from being mistaken for a tracking repair.
  2. Review Google Signals separately. Document its current status and what your team expects it to control. After June 15, 2026, do not assume it determines Google Ads cookie or ID collection.
  3. Test Consent Mode in Tag Assistant. Confirm that default consent is set before Google tags run, visitor actions send consent updates, and all four major parameters are present. If you use a WordPress consent plugin or consent-management platform, verify that it supports Consent Mode and is not blocking the Google tag itself.
  4. Verify the Google Ads connection. Confirm that the intended Ads account is linked, the correct GA4 key events are imported, and audiences are eligible and active. For WooCommerce, separately test purchase value, currency, transaction ID, and duplicate-event prevention.
  5. Delay budget conclusions. Google says attributed key-event data can update for up to 12 days after a conversion is recorded. Compare stable date ranges only after checking attribution model, lookback window, counting method, import status, timezone, currency, and reporting latency.
  6. Reconcile exported data carefully. If you use BigQuery or Looker Studio, document whether the report uses raw event data, modeled reporting data, blended identities, or a filtered view. Search Console data should also be treated as a separate source with its own dimensions, date handling, and integration definitions rather than as a replacement for GA4 attribution.

A healthy GA4 property screen does not prove that Consent Mode is correctly implemented or that Google Ads is receiving the intended signals. Conversely, missing consent-mode uplift does not automatically prove that the setup is broken; Google applies data thresholds, and smaller sites may not have enough activity for modeled results.

Keep the control settings, test results, report definitions, data sources, and comparison date ranges in one shared measurement record. That gives owners, agencies, developers, and media buyers a common diagnostic reference before anyone changes tracking code, reallocates spend, or rewrites the attribution story.
